I seriously doubt hay producers are harvesting/selling moldy hay that is being regularly shipped as good hay to other countries I have no experience baling hay utilizing preservatives but i've read where applying preservatives will control mold up to a certain moisture % but does give hay a different. We almost never rake/bale high moisture hay so it’d seem there would only be very minimal dirt contamination I can see how high moisture hay could have more dust and dirt to adhere to it I have noticed several comments in multiple threads regarding undercharging for hay delivery
