I put in another product suggestion to bluebeam to bring back revu for mac due to apple's increasing market share. If i have a pdf open in preview, then open another pdf (from the finder or direct from a web browser), the pdf opens in another tab in the existing window I tried installing the windows version of bluebeam with crossover on my mac, but i could not get that to work.

Bluebeam offers so much more with their windows suite options I have windows workstations dedicated to takeoffs, having cruised mac options i'd avoid any app on the mac platform for this kind of work. I do, but i use bluebeam's pdf revu for annotation which is only available for windows I use onenote for all my handwritten notes
